    What is Tax Point and when do you record your supplies while filing your VAT return?

    The tax point (or time of supply) is a key concept in VAT that determines when VAT liability arises for goods or services. Getting it right is essential — it dictates the exact tax period in which a supply must be reported on your VAT return, and therefore when the VAT becomes payable to the Oman Tax Authority.

    Under Oman's VAT Law (Article 26), the tax on a supply of goods or services becomes due on the earliest of the following dates:

    1. The date of the supply. 2. The date of issuance of the tax invoice. 3. The date of partial or full receipt of the consideration (to the extent of the amount received).

    This "earliest of three dates" rule means that if you receive an advance payment before delivering the goods or issuing the invoice, the tax point is triggered at the moment you receive that payment. Similarly, if you issue a tax invoice before the goods are delivered, the tax point is the invoice date.

    Article 143 further requires the taxable person to issue a tax invoice when making supplies, when making deemed supplies, and when receiving consideration (fully or partially) before the date of supply. The tax invoice must be issued no later than fifteen (15) days from the date of any of these cases.

    Practically, this means businesses must closely track three things: when goods or services are delivered, when invoices are issued, and when payment is received. Misjudging the tax point can lead to reporting VAT in the wrong tax period — exposing the business to penalties, interest, and reconciliation issues during a tax assessment.
